Important Dates

  • Gazette notification: 6 August 2026; department download listing dated 11 August 2026
  • Scheme effective from: 1 August 2026
  • Initial duration: 3 years from launch, unless the government decides otherwise
  • Enrolment: Open throughout the year under section 11.6; the official registration and login screens are reachable
  • Monthly consideration cutoff: Last day of each month; valid applications are eligible for benefits from the following month, subject to approval. This is not a guaranteed payment date.
  • Deposit lock-in: 31 July 2029 under the notified rules, subject to the government's review power

Application Fee

  • Application / registration charge: Not stated in the checked gazette or portal instructions. No fee exemption or paid approval service is inferred.

Age Limit

  • Age: 21 to 60 years on application; the gazette does not give a separate fixed cutoff date.

Who Can Apply / Eligibility

  • Woman / family position: The eldest eligible woman in the family. The gazette defines a household by common residence/kitchen, dependent spouse, children and dependent parents or siblings; it also refers to a separate electricity meter and gas connection, both.
  • Residence and voter status: The applicant, her husband or either parent must have at least 10 years' Delhi residence on application. The applicant herself must be a registered Delhi voter.
  • Family income: Not more than ₹2,50,000 annually, counting all family members' wages, pensions and other income.
  • Electricity and vehicle: Family annual electricity use must not exceed 2,400 units. Neither the applicant nor a family member may own a four-wheeler.
  • Applicant exclusions: Central/state pension recipients, income-tax payees, GST filers, women who have been government servants and/or hold public office, women with more than 3 living children, and those with criminal antecedents/record are excluded by the gazette.
  • Family employment / benefit exclusions: The applicant or any family member must not have the regular/contractual government, PSU, board, local-body or government-organisation employment listed in the rules, or receive the listed retirement/widow/disability/other government pension, financial assistance or similar benefit.
  • Family education / health conditions: Section 5 requires adult family Aadhaar/voter details; school enrolment and APAAR IDs for children aged 3-18; family ABHA IDs; prescribed childhood vaccination conditions, including the stated HPV condition for girls over 14; and POSHAN Tracker registration for a pregnant/lactating mother, where applicable.
  • Other ongoing conditions: Required social-cause online pledges apply. SHG registration and skill training are desirable, not stated as compulsory. Report an address change with proof within one month; permanent relocation outside Delhi ends eligibility.
  • Bank requirement needs clarification: Gazette section 7.5 specifies a nationalised bank compatible with the digital-rupee wallet; the current portal lists a broader set of participating banks. Confirm the acceptable bank/account with WCD or the scheme banking partner before choosing or changing an account. No amendment resolving this difference was verified.

Benefits / What You Get

  • Monthly assistance: ₹2,500 per approved eligible beneficiary, paid under the notified wallet/deposit structure. This is not a government job or guaranteed payment on registration.
  • Option 1 — wallet and deposit: ₹1,000 monthly into a bank-linked Central Bank Digital Currency (digital-rupee) wallet, plus ₹1,500 into RD/FD locked until 31 July 2029.
  • Option 2 — full deposit: The applicant may instead choose all ₹2,500 monthly into RD/FD locked until 31 July 2029.
  • Maturity and use restrictions: The gazette says the matured deposit also goes only to the digital-rupee wallet. The government may revise maturity after review. Wallet spending excludes the notified negative-list goods/services, including alcohol, tobacco, gambling and lottery.
  • Approval and payment caution: District verification and approval are required. The checked sources do not establish that a particular applicant has received money or provide an individual payment date.

Documents You Need

  • Mandatory portal checklist: Applicant Aadhaar, Delhi voter ID, photograph, signature and constituency MP/MLA endorsement letter.
  • 10-year residence proof — one listed option: Delhi voter ID, ration card, driving licence, or electricity-meter/gas-connection bill or receipt. Evidence must support the notified residence period.
  • Age proof — one listed option: Birth certificate, last-attended school leaving certificate, Class 10 certificate, driving licence, PAN, Aadhaar or voter ID.
  • Family details and declarations: Provide the family information, self-declaration and section 5 adult Aadhaar/voter, school/APAAR, ABHA and applicable POSHAN details required by the official rules. Supply these only on the official portal.
  • Endorsed application: Download the portal-generated QR-coded form, get it recommended, signed and stamped by the area MP/MLA, then upload and submit it.
  • Bank / wallet: An appropriate active bank account and compatible digital-rupee wallet are required for the notified benefit structure. Clarify the gazette/portal bank-list difference with WCD; do not give bank credentials to this website.

Verification & Approval

  1. Register and submit complete, truthful information and the signed/stamped MP/MLA-endorsed form on the official portal.
  2. The district WCD team scrutinises the application and verifies eligibility.
  3. The district approval committee considers verified eligible recommended cases. Registration or endorsement alone is not approval.
  4. Approved cases enter the official headquarters/banking payment process. Use official tracking and SMS updates; no payment guarantee is made here.

How to apply / next steps

  1. Read the gazette and current portal eligibility/document instructions. Resolve the bank-account requirement with WCD if needed before applying.
  2. Choose the official registration link and enter the requested applicant information on the government portal only. Log in through the official Citizen Login.
  3. Complete personal, family and bank details and upload the documents required by the portal. Check the wallet/deposit choice; ₹2,500 is not all immediately spendable cash.
  4. Preview the details and download the QR-coded form. Obtain the area MP/MLA recommendation, signature and stamp, then upload it and submit as directed.
  5. Download the acknowledgement and retain it. Track progress through the official Track Application page; eligibility verification and approval remain necessary.
